The absolute best suggestion is to contact your local Siemens representative and/or distributor for assistance in figuring out the least expensive short and long term options that get you the license(s) you need. It's an annual fee that over time is less expensive than purchasing the upgrade licenses (at least in most situations). If / when you find yourself using a portal version still being sold, I recommend purchasing a SUS update for your license so you can keep your license up-to-date. I know that has nothing to do with the original question, but with V16, things are a bit muddy (at least to me) because the more recent install / updates are a massive disk space hog that installs everything, with the end result that serious license confusion can / will happen. For example, TIA Portal V16 update 2, TIA WinCC V16 update 2, and PLCsim v16 (no update) will not work even though a v16 license will be acceptable. If the project is compiled in v16, PLCsim will require a v16 license, and it will require it is v16 of PLCsim, and that all the installed TIA Portal software are at the same or compatible update levels. To simulate s7-300/400/1500, is uses a pro license. To simulate a s7-1200, it uses a basic or pro license. And the foundation of this software system is STEP 7, of which there are two types: for users who only use a part of the SIMATIC automation platform as hardware (and therefore do not need the full spectrum) and for those who use the full range.
